A panel says the pump is running because the contactor is closed. Whether the shaft is turning is another matter, and whether it is moving any flow, another again.
In unmanned installations — a pumping station, a substation, a reservoir — you check that by going there. And you go every fortnight.
What happens between one visit and the next is found out through the consequence: the tank that has not filled, the room that has heated up.
A blade turning, a light coming on, a needle moving, a jet coming out. All of those are things the camera tells apart without ambiguity.
You mark which element has to be active and at what times, and the alert goes out when it stops being active. Not when the system thinks it has failed: when it has stopped.
And it works with old equipment that publishes no status, which tends to be exactly the equipment that fails most.

A transformer room has four cooling fans. The system treats them as fine as long as the contactor is closed.
One Thursday night, one of them stopped with the contactor closed: the belt had snapped. The alert went out within minutes. Without a camera, it would have been found out on Monday, from the temperature of the room.

It does not tell you how much flow there is or what speed it is turning at. It tells you whether it is turning or not, which is the difference that matters when nobody is there.
And to read a pressure gauge it needs the dial face on and without reflections. A dial seen edge on cannot be read, and that gets looked at before anything is promised.

Yes, if the dial is seen face on, with enough light and no reflection. It is one of the most requested things in older installations, where swapping the gauge for a digital one costs more than fitting a camera.
How precise the reading is depends on how big the dial is in the image. With the dial taking up a reasonable part of the field of view, it reads easily.
The camera stops seeing, like everything else. If the installation has backup power, the camera can run on it; if not, the alert is the absence of an image itself.
If the flow can be seen — a jet, an outlet, a level rising — yes. If it all runs through closed pipework, the camera sees the shaft turn and nothing more: there you need a flow meter.
Yes, and that is usually what gets done: the status the camera sees goes into SCADA as one more signal, alongside the ones from the sensors.
