When do you have to run fibre instead of copper?
Between buildings, always. Besides the distance there is an electrical reason: fibre does not carry current, and two buildings joined by copper also share the storms and the differences in earth. A distant lightning strike has taken out more switches by that route than by any other.
Inside a building, fibre is called for on the long distances and on the leg that joins cabinets, which is the one carrying the traffic of all the cameras at once and the first to fall short when the installation grows.
In exchange, where there is fibre the power has to be run separately, because it does not travel there. That is a design decision: whether at the other end there is a cabinet with its switch and its backup unit, or whether it is better solved another way.
