Why do the police not attend every alert?
Because the regulations do not allow alerts to be passed on unverified. The alarm receiving centre is obliged to check that the alert answers to something real before communicating it to the State security forces; an unverified alert stays inside the private circuit.
Verifying can be done in several ways: by image, by audio, by sequence —two different detectors firing inside a time window, which is what a confirmed alarm means— or by a person who goes out to look. Which of them you have fitted is exactly what decides what is going to happen on the day it really goes off.
And there is one consequence that gets learned late: repeated unjustified alerts have consequences for the subscriber and for the receiving centre, as well as spending that address's credibility. A system that goes off a lot does not only tire out its own people: it spends the response it has left for the day it needs it.
