Who administers the network afterwards: my IT department or you?
However you decide, and you decide before anything is fitted. Both splits work; what does not work is leaving it in the air so that on the day of the fault nobody knows who holds the key.
When there is an IT team with judgement of its own, the network normally stays theirs and we put in writing what the video needs: how much throughput, what separation, how much power per switch, what has to stay alive during an outage and what recovers on its own if a cable breaks. That is negotiated in half a page. When there is nobody in-house, we run the network as part of the maintenance, and then even more documentation is needed, not less.
In both cases the administrator passwords stay in the client's name, and so does the documentation. A network that only the people who built it can touch is a dependency, not a guarantee.
