I have equipment already installed, can it be reused or does it all have to go?
It gets looked at one by one, and the answer is usually mixed. Reusing good cable, containment, cabinets and sometimes the network infrastructure itself is real saving, because that is the expensive part of a job. Reusing a recorder that is no longer up to it, or cameras that never gave the detail needed, is putting the problem off and charging for it twice.
The criterion is not the age of the device but three questions: whether it does what it is going to be asked to do at that particular point, whether the manufacturer still gives support and spares, and whether it can be integrated without odd strings attached. An eight-year-old device that meets all three stays; a three-year-old one that fails the first does not.
And we always say which part of the system ends up constrained by what is kept. A mixed system works; you have to know what limits it inherits before signing it off, and not find them out on the day you want to extend it.
