Who can carry out the inspections?
The annual and five-yearly operations have to be done by a licensed maintenance company. The three-monthly and six-monthly ones can be done by the owner's own staff if they are trained for it, or by the maintenance company as well. The licence is not a commercial badge: it is a formal declaration filed with the competent body of the autonomous community, with requirements on staff, technical means and public liability insurance for the amount the regulation itself sets.
You can check it before signing, and it is the cheapest check there is. Ask for the licence number and the autonomous community where the company that is going to maintain your installation is registered, and ask everyone who quotes you, us included. It is an administrative fact, not an opinion.
The other check is who is actually going to turn up. A contract signed by a licensed company and carried out by whoever happens to be passing is exactly what produces one-line reports.
