What happens when a switch runs short?
It drops packets, and it does not say so. When more has to leave a port than fits, the queue fills up and what does not fit is thrown away. There is no fault, there is no red light and all the devices are still on.
Video notices it before anything else: blocks of colour, half images, freezes of one or two seconds, gaps in the recording. And it notices more if the stream runs over a protocol that does not resend what is lost, which is the usual thing for live video.
You can see it in the switch's own counters, which keep a count of drops and errors per port. That is why it matters that it is a managed one, and why it is worth looking at those counters at every inspection and not only when somebody complains.
