What stops working when the internet goes down?
The local side carries on working: the cameras carry on recording to the recorder, the doors carry on opening with their readers and the intruder panel carries on detecting. What you lose is everything that goes outside: viewing remotely, the alert to an alarm receiving centre, the alarm emails, any service that lives in the cloud and, on some devices, the automatic clock setting.
That is in a well-designed system. There are installations where the access management or the recording itself depends on an outside service, and then a line outage is a security outage. It is worth knowing which of the two you have bought before it happens.
And if the alert to the outside is the critical part, a backup path over the mobile network is contracted and you check that it really takes over, by cutting the main line in an agreed test. A backup that has not been tested is an assumption.
