Do the factory passwords have to be changed?
All of them, and on the day of installation. The factory passwords for each model are published on the internet, and a camera is a small computer hanging off a post, often within arm's reach in a car park. Changing two hundred passwords is work and it does not show: that is why it is done at installation, while it is still easy, and written down.
With a different password per installation, kept in a password manager and in the client's name, not in a technician's notebook. And with named user accounts for people, which is what lets you remove somebody who leaves without changing the password for the whole building.
The password alone is not enough. You have to switch off the services the camera comes with turned on and does not use, close its administration access to the rest of the network and let the recorder be the only thing that talks to it. What is not allowed does not happen.
