What is the outline design and what is it for if it then has to be developed?
It is the version you can discuss without having spent money on detail: what zones there are, what each one is meant to do, what technology fits, how far the scope goes and what order of magnitude it comes to. It carries no equipment part numbers, and that is on purpose.
It is there for three decisions that are expensive to change later: how far the scope goes, what level of detail each point is asked for, and what gets done now and what in a second phase. With that settled, the detailed design is development. Without it, it is a document that has to be redone from scratch every time somebody changes their mind.
It is also the moment to listen to whoever is going to use the system. The shift supervisor knows things about the building that are not on any drawing, and it costs far less to ask them at the outline design stage than at commissioning.
