Is there a record of who has looked at a recording?
On a VMS, yes: there is an audit log recording who logged in, which cameras they saw, what they played back, what they exported and what they changed. It is one of the big differences from an ordinary recorder, where often the only thing on record is that somebody logged in with the administrator account.
That log matters for two reasons. One is data protection: the cameras record the workers too, and being able to show who has accessed those images is part of what is expected of whoever processes that data. The other is internal: the day a video is leaked, the question is who took it out, and without a log there is no answer.
For it to be any use, two more things are needed. That each person has their own user account, because an impeccable log of a shared account says nothing. And that the log is kept and can be consulted without ringing the installer: if nobody knows how to open it, it is the same as not having it.
