Can I blur other people's faces when I export a video?
Yes, and in quite a few cases you have to. Systems let you mask or blur areas of the image on export, and some do it by following people automatically across the field of view instead of with a fixed box. It is the usual way of meeting somebody's right of access without handing over everybody else's images at the same time.
It is worth telling apart two things that get confused. One is this, masking on export, which is applied to a copy and leaves the original untouched. The other is permanent masking in the recording, set up on the camera or in the system so that an area is never captured —the neighbour's window, for example— and from which there is no way back.
When the handover is to an authority or a court, the normal thing is for the video to go with nothing covered, because what is asked for is the complete evidence. Masking is for handovers to private individuals. Telling one case from the other is something worth going over with whoever handles data protection on each particular request.
