Can I know who is inside the building during an evacuation?
Only if there is a read on the way out as well. If people only badge in, the system knows who has arrived but does not know who has left, which is exactly the opposite of what you need that day.
And you need more than the exit reader: one-at-a-time passage control on the doors that count, because if two people go in on one credential the list lies; a plan for visitors and contractors, who are the ones who know the building least; and a way of seeing the list from outside, on a phone or a tablet, because the control room is inside and the assembly point is not.
The limit has to be said plainly: that list is a help for the evacuation officer, not a guarantee that nobody is left. Anybody who got out by pushing the panic bar on an emergency exit has not passed any reader, and quite right too. It gets tested in the drill, and the drill shows in twenty minutes how well it behaves.
