Can I record on the camera as well as on the server?
Yes, and in installations where the link is fragile it is what prevents the gaps. The camera records onto a memory card of its own and, if it loses the connection to the server, it carries on recording; when it gets it back, the system asks it for what is missing and fills the hole in the timeline. Each manufacturer calls it something different and not every system implements it the same way.
It is what goes into remote sites with an unstable line, into cameras connected by radio and into installations where cutting the line is part of the attack you can expect. It also works as a fallback when the server is updated and has to be stopped for a while.
You have to know its limits. The card holds little time, and at high quality a good deal less than it looks; and memory cards wear out with continuous writing, so they are a consumable and their health has to be watched from the system. As a fallback it works well; as main storage, no.
