Who can export video and how is that controlled?
Exporting is a separate permission, and it is given to few people. It is the action that takes the images out of the system and turns them into a file nobody controls any more, so it is treated differently from watching: there are systems that also let you require a written reason at the moment of exporting and that keep it alongside the log.
The usual setup in a medium-sized organisation is three levels: whoever watches live, whoever can also play back the history, and one or two people who can export. Adding a double authorisation requirement for exporting is reasonable where the video takes in sensitive areas or where there is an agreement with the workers' representatives.
And there is a simple practice that avoids unpleasantness: defining in writing, before it is needed, who can request an export, who authorises it, in what format it is handed over and where the copy is kept for as long as the matter lasts. On the day there is an incident, nobody is in a state to invent the procedure.
