Where is the fingerprint stored: in the reader, on the server or on the card?
There are those three options and they are not equivalent, technically or legally. The one easiest to defend is the third: the template travels inside the worker's card and the reader only checks that the finger in front of it matches the card presented to it.
With that scheme the organisation never comes to hold a biometric database: there is nothing centralised to leak, the data stays with its owner and the day the person leaves they take their template with them. Storing it on a central server is more convenient —one enrolment serves every reader— and concentrates all the risk in one place, which is what weighs most in an impact assessment. Storing it in each reader spreads the risk and multiplies the work of keeping it up to date.
In every case, what is stored is not the image of the fingerprint but a mathematical template from which the finger cannot be reconstructed. That reduces the harm of a leak, it does not remove it: a compromised template is not changed like a password, because the finger is the finger.
