Why can recording only on movement work out more expensive?

Because the saving it promises depends on the scene being still, and very few real scenes are. An outdoor camera with trees, rain, moving shadows, insects round a street lamp and cars going past in the background detects movement almost all the time, so it records almost all the time, and at the high quality of an event on top of that.

On top of that comes an effect you do not see on the invoice but do pay for: every start of recording opens a fragment, and thousands of fragments a day fill the event database, slow searches down and make exporting a continuous stretch harder. A system with the timeline chopped into little pieces is more awkward to use than one that recorded all the time.

When the saving really is necessary, there are better routes than plain movement. Dropping the frame rate outside working hours, using the camera's own detection limited to the areas that matter instead of the whole image, or using classification by object type so it records at high quality only when what is moving is a person or a vehicle. You save about the same and you do not lose the timeline.
