Does it work without internet?
A system installed on your own servers works completely without internet: it records, it is viewed from the local network, it fires its rules and it exports. The internet is only needed for what goes outside —remote access, alerts to the phone, external clock synchronisation— and for some manufacturers' licence checks.
That last part is the one to ask about explicitly. There are licensing schemes that need to contact the manufacturer every so often and others that allow offline activation, and on isolated sites or industrial networks with no way out to the internet that decides which platforms are viable. It is also worth knowing how long the system holds up without being able to check the licence before it degrades.
On cloud systems the answer is the opposite: with no line there is no remote viewing and nothing gets uploaded. What you can do is carry on recording locally, on the device at the site or on the camera's own card, and have it uploaded when the line comes back. It is worth confirming that this fallback exists and how long it covers, because it is what separates a line outage from a hole in the recording.
