Where is the VMS installed?

On servers, and the first decision is how many and for what. A small system fits on a single machine that does everything. When it grows, the functions get separated: the one that holds the configuration and the users in one place and the recording ones in others, because the recording ones are what multiply as you add cameras.

That separation decides what goes down when something goes down, and it is the question to ask in front of the diagram. On most systems, if the configuration server stops the operators cannot log in even though the cameras carry on recording; if a recording server stops, you lose the cameras that were hanging off it and not the others. Knowing that in advance is what lets you decide what to duplicate.

On the physical location there are two rules that never fail: not in the same room that is being watched and in plain sight, because it is the first thing taken; and where there is controlled temperature, backed-up power and network, which is usually the client's plant room. If there is an IT department, that conversation is had with them from the start and not at the end.
